Athens County prepares for new dog regulation laws

ATHENS COUNTY, Ohio — The Athens County Auditor’s Office, in coordination with the Athens County Dog Shelter, is preparing for the implementation of Ohio House Bill 247, also known as “Avery’s Law,” which will take effect in March 2026.

The new law strengthens Ohio’s dangerous dog regulations and introduces more robust enforcement tools to improve public safety and animal control response. These changes will have direct impacts on dog licensing, owner accountability, and shelter operations at the county level.

What This Means for Athens County Residents:

  • Increased Owner Responsibility: Dog owners will face stricter penalties if their dog is involved in an attack causing serious injury or death. Proper restraint, control, and compliance with state law are more critical than ever.
  • Enhanced Enforcement Authority: The Athens County Dog Shelter will have expanded authority to intervene following reported incidents, including the ability to act more quickly to prevent repeat attacks.
  • Updated Dog Classifications: Revised definitions for nuisance, dangerous, and vicious dogs may affect how dogs are registered, monitored, and handled within the county system.
  • Court-Ordered Actions: Courts will have clearer authority to determine outcomes in severe cases, including the potential for humane euthanasia after due process.
